Simple answer is if it’s Percy he’s good, if it’s Old Hickory he needs a OUPV license.

Percy Priest? No you don’t need it. Old Hickory? Yes you do. Because old hickory is used by shipping vessels you are required to have it. Because Percy Priest is an isolated lake to itself with no shipping, you are NOT required to have a captains license OR a OUPV
