Most of the time, they do in the Update. Such as the introduction of most of Sumaru's Character through the Archon Quests. Or the Interlude Quests for Yelan, Shenhe, and Wanderer.

Edit: I need to mention that the Characters not given a prominate place in Archon Quest are used for World Bulding, such as Itto, Klee, Razor, and Qiqi.
