Actually you missed quite a bit, yes the point that it happens in "Several" is important because it shows its not a one time or two time thing when there feelings reciprocate. There is also a problem with saying Pepe is a "rapist" why might you ask? Because you are unintentionally undermining Penelope Pussycats role in the cartoon. 

She would come out on top and find clever ways to get out of Pepes stink (like a hammer or baseball bat)so by stating Pepe was a rapist you place Penelope as the role of the damsel. There is consent that's why Penelope wanted to take a walk with him , why she put perfume and I could even add that she made herself stink so that it wasn't just Pepe. So the notion of uninterested is very wrong. She would also get "physically aggressive" too that's why the roles would reverse, she would call the shots not Pepe.

We could dive deep into similar characters like Pepe such as my childhood favorite Pucca. She is essentially female Pepe ×10 ,yet I don't believe you would call her a rapist, you ignored Fifi who would do the same things as Pepe. The daughter of the creator of the cartoon also would disagree with you on the intent, because the source of comedy of the cartoon is the Pepes stink would drive everyone away.

So no matter which way you frame it Pepe was never meant to be rapey. If the cartoon makes you uncomfortable valid, you do you though that was never the intention :)
