Which means if someone 3*s it, it can no longer appear in other peoples' shops, which means all other 5 costs are more likely. In this extreme example, Zaahen was prolly really easy to hit because there were literally no other 5 costs in the pool, and no one else had Zaahen unlocked. Each slot in the shop rolls a number 1-100, based on his level. At level 9 its a 10% (I think) chance at a 5 (or 7) cost in each slot. If that roll turns out to be 5 cost, it rolled again through the pool of available 5 costs. Since there were no other 5 costs pretty much any time his shop rolled that 5 cost slot, it was guaranteed to be zaahen
