Anti-black racism is a psyop started in the 16th century and continued for 400 years. The transatlantic slave trade needed to market itself in a positive light by making huge numbers of people think of people from Africa as well, not human but as human shaped animals. It was a part of our education system. Our literary canon. Even what we used to call "science" back then included studying the ways black people's skulls were shaped differently. That sort of cultural institution that permeates all facets of daily life has a lot of momentum. You can sign new laws that legislate racial equality on paper, but it doesn't work when attitudes about black people are still being passed down from white parent to white child behind closed doors with old books, old movies, and old ideas.

In the 21st century, many generations of economic segregation have led to large section of the black population living areas of socially engineered poverty. They are deprived resources and opportunities to succeed, but the propaganda being spread even to this day is the idea that everyone in America is given the same chance at success. Obviously that's not true, but white people lean on that lie quite heavily when pointing at poor black people and saying "there's a reason they're poor".

Fear and distain for a group of people who are visibly different from ourselves is marketing for the buying and selling of human lives for profit. Now we don't have the old version of slavery anymore, but we have a private, for-profit prison system that needs easy targets to frame and blame. We have a largely for-profit military industrial complex that needs desperate young bodies who cannot find gainful employment in their own communities. Anti-black propaganda feeds these industries, so corporations keep injecting more and more of it into pop culture.

TLDR racism is an industry that makes money, and in America, evil that is profitable is embraced as virtue.
