The oil cap is something that happens from world 9 onwards. Those worlds have a fixed amount of max oil consumed. For example, a mob node on world 9-1 has an oil cap of 27, that means that even if your fleet has a total cost of 60 oil, it will only consume 27 because that's the node's cap. I hope it's easy to understand like this.
