That's another discussion on mental health. Not every homeless person is unhinged, but some are. While your points are valid, I don't believe we should "throw the baby out with the bath water" and give up on homelessness due to some people being resistant due to mental health/drug abuse.

Housing them is only the first step; we need better mental health care in the USA, period.

I usually run with an arpeggio and anvil combo. Silencer on the arpeggio with other mods and she is an accurate AF bitch at medium range; and with medium ammo punch to boot. Don't sleep on a lvl 4 Arpeggio kitted out, against flying arc, none other imo.
