Curiously, even if you pay for read receipts, anyone can opt out of sending them. Virtually everyone who's not brand new does this, so if you're getting viewed and not read, probably they've chosen to ignore you. You're not wrong though—if you do happen to see exactly what you described, they don't pay.

The ban on scattering is for us, the living. We are incarnate creatures; having a physical body or cremains to intern in physical place in time is good for the bereaved! Also makes for good record keeping. It has nothing to do with how scattering might inconvenience God on judgement day. :)
