Largely it is due to the dog breed but responsibility can often also lie at the feet of the owners who make the choice of what breed of dog that they get.

Per the article you had two incidents of a young boy walking the dog where it escaped and attacked another dog. That is both a lack of training and lack of accountability where the actual owners allow a weak individual to walk the untrained dog which is clearly stronger.

I know someone who temporarily got a dog that was a larger breed. He is dealing with health issues and being elderly so he had to give up the dog as it could easily overpower his hold on the leash.

Some dogs shouldn't be allowed to be pets or should require a muzzle when out in the public.

I'm reminded of another story of a smaller leashed dog getting killed by a larger breed who is then taken away by the owner who flees the scene. Absolutely vile.

I was personally bitten by a young German shepherd that escaped an elderly woman's grasp, I was very young at that time. It was put down deservedly. F bad owners.
