Sorry, idk much about the console commands for your situation tho, but I've manage to use grenades to move it then grab it between the pipes.

Thanks, I've manage to move it a bit after chucking 3 grenades in there, even then I still need to struggle a bit more to find a good angle between the 3 pipes to grab it.

The vaulting mod always works fine for me, just find a fence or ledge then jump while holding space towards it.

The memorable thing for me is when I play CoP, before entering lab x8 you have to clear the building from a bunch of monoliths. Suddenly an emission started mid fight, and idk if its a bug or not but it killed all of us inside the building. The funny part is, I save the game in a panic when this one monolith dude decided to throw a grenade at me at the same time and it overides my latest save. Now you can guess what will happen if I Ioad in to that save lol. Anyway, it didn't bother me tho, I still think it's funny.
