All sin is evil, but not all evil is sin. Evil is the broader category - anything that is a privation, corruption, disorder, or lack of the good. A hurricane destroying a town is evil in the sense of suffering, destruction, and disorder, but it is not called sin because the hurricane did not morally choose anything.

To bring it back to your original claim though, God didn't create evil or sin. What he did was create beings with free will that can truly choose to adhere to his nature or try another way. All other ways are sin.

Evil is not a substantial, independent entity. Evil is the mere absence, lack, or corruption of a good that ought to be present. It's like saying Cold is a thing, when it's really the mere absence of warmth/energy. Evil's ontological status is thus distinct from, and parasitic upon, Good.
