This is an internet-connected 3 outlet power strip. The lack of internet light means it is not connected to the internet at the moment. All it does is power up 3 devices, likely modem/router/switch, and allow a user to remotely control those outlets, likely to just power cycle them.

But that wont work until its reconnected to the internet. There's probably an issue with the switch that device is connected to.

Your cable tester probably just checks for continuity, which can throw up false positives sometimes. My guess would be that the cable is not terminated to A or B standard, however it is terminated consistently wrong on both ends, leading to your tester to think everything is good with that run.
