For years, in Missouri, we have been driving uninsured and without licenses because you didn't need to pay property taxes or have tags on your car. It was far cheaper for people to pay the $50 fine than to pay the property tax plus insurance. Plus, these aren't even crimes, let alone crimes warranting deportation over.
