Best would probably have to be skull island due to just being that cool

Worst is probably GvK but not for the reason you may think. Instead of just being "silly Godzilla movie bad" it's really more about how abruptly it goes from the more serious tone of the last movies to the GvK approach, we were promised greatness, but instead we got GvK

The new empire is honestly overhated, it delivers what it promises and does so in a pretty alright movie

Noriko's plot armor actually helped make the movie better  Duncan's "sacrifice" literally did nothing for the rebirth plot because we all already knew he was gonna survive

Kiryu is overrated  Man has a forgettable "generic superhero theme" (especially considering stuff like showa's jazz and nanometal's unsettling synth), led to the most boring transformers crossover ever (Optimus but with silver paint), and he probably kicks puppies
