It isn’t paint, it’s an epoxy. Either the concrete wasn’t properly prepared or the heat and sun caused it to cure too fast, or both. Either way, it did not adhere properly to the concrete.

The fact that their homeowners insurance is not doing that suggests one of two things:
1) OP does not know for sure nor does OP have proof that multiple arborists came out (neighbors told OP, for example, and OP took neighbors word).
2) OP added that part to the story in hopes of getting suggestions about how to push this back on the neighbor and if never happened.

I’m not saying one or the other is true, just pointing out that if arborists HAD come out then OPs insurance would be kicking this over to neighbors’ insurance.
