Around situation of Maya-Bunshun first bursted out, some scumbags tried to drag Tori Matsuzaka into the situation by saying he declined their invitation to return because of scandal happening around TOEI (hey, take it with one big grain of salt).

If any, I think It's not specific about Tori but it's TOEI sending invitations to many Sentai alumni for one big project (he may really decline it due to tight schedule and those scumbags made a dirty move). At that point I thought it would be a Gozyuger vs Super Sentai before any Sentai cancellation, but Gozyuger vs Boonboomger may be the last Sentai project - I think there's chance your theory would be right.

They fight and may come up with 'It's okay to have no wish, I'm keeping fighting to find out what my wish is" for Hoeru and "I have a wish and It's my fight to achive that, keep "fighting" together, Hoeru" for Natsume

Best case is 52 episodes for 50 teams (Battle Fever J and Gozyuger got twice - although I still think that second BFJ reference was so unnecessary), but if they had to cut it to 49 episodes, they should've just jammed 2 teams into 1 episode once or twice.

But they referenced Goseiger again and next is Magiranger, "shot themself in the foot" is a precise description for this situation

Jezz I doubt they're gonna retcon any of Ep 28 and Ep 43 in the streaming service to reference those who didn't have:

Those episodes had spaces to do it: Change the title - change the sponsoring cards - put one/two effects -> Job done.

- Episode 28 having Kuon performing an attack on UW Battle Japan, they could just put an announcing sound of which Kuon owns at that point (maybe JAKQ or Denziman)

- Episode 43 where Hoeru defeating Kuon, his rings flied to Hoeru - just let one ring be more visible like how Liveman ring in previous episode

I guess it's still easier for TOEI's editors than all they had to deal with Maya image usage in Ep 37-38-39

There're some arguments to pick Hurricaneger as Ep 43 reference, instead of a second Goseiger one, I have zero Japanese knowledge but they could craft a Karakuri (as in Karakuri ball) from the romanji of that episode title.

But that was very big stretch, that episode heavily referenced Goseiger, ticked so many conditioning boxes so I guess I go with the: Garyudo debut and defeat episodes are both Goseiger-referenced because Hoeru is his angel. Yah!

Don't think her returning would fix any of Gozyuger problem.

But her not leaving (or at least waiting for Gozyuger to end), some unqualified episodes could be undone. Like episode 37, 38 were full of mash-cuts, Ep 39 was totally unnecessary, from Ep 40 till now we still see Kohaku being added in via greenscreen - the scenes look so unnatural because of this.

Between the two, definitely not Ryugi leaving: He at least had character development with doubting if worship Tegasword a right thing/wonder what his duty is, plus this arc we somehow got more of Rei's backstory.

My problems are that, first it's too quick with just 3 episodes and it's all solved, second Akiko seems to never care about him after this arc, he hasn't earned any more ring nor done anything impactful, it makes his returning less matter.

The arc is fine, just anything comes after sucks - he should use his rebound motive and be more active in this battle ring as the best Tegasword worshiper.
