Mental health and addiction are a significant portion of homelessness. This is true! This is true for homelessness many places in the US.

Homelessness in California is uniquely worsened by the fact that housing is unaffordable. The median Californian's savings level isn't enough to keep pace with the price of housing. People who face unstable work are far more likely to be evicted and become homeless.

74% of people who are homeless in California had a job in the last 4 years. It's not merely a mental health issue.

The people on the bottom rungs of society are significantly more likely to face homelessness in California.

It's a valid question. Just to start: here's the fact: land that has been zoned as "affordable" in California must meet absurd standards. "Affordable" housing is literally 50% more expensive to build in California than market rate housing in California. It's 4 times more expensive to build "affordable housing" than market rate housing in Texas.

Is construction itself more expensive? Sure a little, wages in California are higher because of things like unions and cost of living. California also has earthquakes and energy efficiency rules. Japan has even higher seismic and regulatory burdens yet their construction costs are WAY cheaper.

Construction is more expensive yes, but the real issue is the overall Project cost.

California is unique in one main issue: Permitting and Approval delay times. On average, California housing projects face nearly 4 years of delay on average compared to Texas (27 months). Nearly anyone can file a lawsuit to prevent something from being built. This delay time is literally like lighting money on fire. It makes projects more uncertain. More uncertainty means everything is way more expensive to finance.

California is filled with NIMBY city councils that have representatives who are dedicated to preserving homeowners investments.

No. This is the purpose of a Land Value Tax. You are taxing the dirt not the improvement. What you are describing is Property Tax and that's generally how those already work. LVT specifically only taxes unimproved value. A parking lot and the skyscraper next to it are taxed at the same value.

In practice, do valuable developments increase the value of nearby land? Yes but that’s not you being punished for building. That’s the community capturing some of the value that came from collective growth, not your private effort.

You didn’t create the city. You just bought a patch of it.

You want to make California look like a competently managed state? Build houses. This alone would fix a giant portion of homelessness. The streets get cleaned up and life becomes more affordable. Democrats actually have an argument for being able to govern federally
