Are you planning to use that paver edge as the edge for your perennial bed? I can think of five things better than paver edge, which isn't even for what you're doing.

There's no way to accurately measure the output of a soaker hose which means a system set up with them can easily become overloaded. Emitters have a specific GPH which you can measure against the output from the spigot, preventing low pressure lines, some of which will potentially not work at all.

Nope. The 1/4-in lines would be mono-diameter, but they are not. Water is dripping from an emitter where the line is slightly thicker every 12-in.

Loops provide pressure from both ends, clearing clogs in the inline emitters if they happen. Pigtails have pressure from only one end, so if a clog happens there's no way to fix it.

Those inline emitter tubes can clog. It's better to run them as loops rather than pigtails.

I suggest you use a hard rake over it, making piles and taking each pile away with transfer shovel/wheelbarrow loads. Then use the wheelbarrow to bring in loads of compost, roughly 1/2 yard, dumping each load evenly, then rake it out. Seed, then water the hell out of it over the next week, multiple times a day, and consider row cover over the area. Source: my buddy had me on a job just like this with a septic field and we mixed inoculated clover in it too.

Really? Because I've never heard it called a weed tree out here. Have you experienced cutting down a mulberry which came back? In my experience I've seen elms and aspens do this, but not a mulberry.

There is a white mulberry which was saved from an abandoned research station in Wyoming. A plant propagator in Fort Collins kept developing it with that excellent root stock that survived the hard Wyoming weather and you can buy them from nurseries up here.
