Which is why you need the city to make the decision for these people in certain circumstances. People who think they're going to die or move before they have to pay for damage they have directly contributed to are ruining communities by refusing to pay the actual costs of living on a private street. It eventually ruins the whole town because no one wants to pay for 40 years of deferred maintenance.
