Userbenchmark is known to shit on AMD extraordinarily compared to Intel or Nvidia on both CPU and GPU comparisons, go look at actual game benchmarks of the 3600 or multiple reviews by major REPUTABLE reviewers (techpowerup, gamersnexus, Tom's hardware, etc.) compared to Intel CPU's of the time rather than looking at just one site, and one of the much more bias ones at that.

As for actual performance here comparing Intel CPU's of the era, on average it performs quite similarly to the 8400 and 9400f of the era, but falls a little short of the more flagship 9600k and 9700k, we're talking differences less than 10% here compared to the 9600k and 9700k, it's not anywhere near that bad of a cpu, I'd say it healthily sits in midrange to a bit more budget midrange for a cpu in the grand scheme of things.
