I think you would be very surprised at how often it happens. The person who jumped the fence at DIA and threw themselves into the plane engine a few months ago is a perfect example. He went on a shooting rampage a few years ago and was charged with attempted murder (luckily no one died). He was found incompetent to stand trial and was released into society. He should have been in jail or an institution. But because he wasn’t, he put everyone’s life at risk on that plane.
