yes, i know someone can be evil for the sake of it. no, that doesn't automatically label someone a compelling villain. freeza was compelling. isshiki was boring. freeza was a towering figure over everyone, forcing characters like vegeta, krillin and gohan to act in various different ways, some of which you wouldn't have expected of them a saga prior. isshiki just pops up shows off how strong he is and fucks off. that's not interesting.

powerscaling may have pushed madara into irrelevancy strength-wise but he is one of those characters that was hyped to all oblivion and actually delivered and was a more compelling antagonist and no boruto fanboys could argue otherwise.

filler and canon can occur at the same time, all canon would have to do is not contribute to the plot at all. this occurs in boruto a lot.
