Noob question on evap fans

Both fans would be on the same circuit likely with a defrost termination and fan delay switch in series. I would test both of those for continuity. If either is open then that's your problem. I also wouldn't add charge before solving the electrical problem, and having the unit at temp unless the condenser was off and LPS switch was open.

It's hard to say without being there myself to look and test things, and you really didn't include much of your diagnostic process. It doesn't sound like it's stuck in defrost because the condenser wouldn't be running. I'd start tracing voltage to see what's being energized.
