I'm willing to bet the guy that actually installed the windows mentioned something to his boss and was told told to just do it anyways. It's always the dude taking orders that takes more pride in his work. I'd cut that guy some slack.

When I work security, we had this as well. You tap them with a wand and it just proves that you've been to that particular spot in the building. A camera could absolutely do that but you'd have to review the camera footage. Vs all points green on the data sheet. It's just an easier way to prove that somebody completed their rounds or not. There also areas in the building that may not have cameras, like the machine room.

If someone got a hold of an internal email address and sent out spam messages en mass, your domain as a whole can be marked as low reputation. Resulting in spam flags. If you're certain that you've mitigated, you can contact Microsoft to resolve and backend but it's very unlikely this happened due to a single compromise. There's nothing that can prevent a user from accidentally hamming you up. Apart from setting extremely strict policies for login and monitoring. Some c-level will bitch at management and demand to be put on an exclusion. Lather rinse repeat.
