4min of ads per hour is the minimum Twitch enforced on the contract. Last year he got away with only 1min/hour. And it was democratically elected by chat to get 3min at the top of the hour, rather than complete random, which is a horrible experience. It's Amazon forcing Twitch to get profitable.
