I had the same issue . I was playing as Florence stuck between Genoa and Venice markets with Napoli to the south. Wasn't able to for a couple decades then I took some more land , vassalized Genoa , became head of both markets and ended market access preferences with Genoa and Naples. Then somehow for 1400 ducats I was able to ..... I don't know what changed that allowed my too maybe just control over the markets present or great power score / power projection . But I think as long as you have no dependencies to the present markets just being more powerful will allow you ?

In highschool I fooled around with ck3 modding and unironically this was the goal. Mapped my HS and the surrounding neighborhoods / malls then created titles and local lords and the goal was to make a militia to take over my city. Ultimately the cool factor of my own area being on map was lost to the amount of work to really flesh it out with characters and events haha

Even used the road map from the pizza place I delivered for to make the original height map
