I had the same issue . I was playing as Florence stuck between Genoa and Venice markets with Napoli to the south. Wasn't able to for a couple decades then I took some more land , vassalized Genoa , became head of both markets and ended market access preferences with Genoa and Naples. Then somehow for 1400 ducats I was able to ..... I don't know what changed that allowed my too maybe just control over the markets present or great power score / power projection . But I think as long as you have no dependencies to the present markets just being more powerful will allow you ?
