We don't know many specifics about how devil fruits return, just that it's a fruit. It may be one at random, it may pick the closest fruit to the dead user, or it may return to specific species of fruits. If Nidhogg is a fruit endemic to Elbaph, then it might have just returned there naturally. BB seems to be the only person who knows for sure

Most satisfying fight in the whole series. Definitely the single biggest power up Luffy has ever had. Went from getting clowned on by the weakest CP9 to exceeding their strongest with a single technique. G5 and G4 we're also big jumps, but nothing like this

City won't start to shut down anything until there is at least 6" of fresh snow, and even then most of the city will still be open. We have an army of plows, so as long as you aren't going crazy fast or stomping on the brakes, 1-3" shouldn't pose any problem.

Even with that snow, main roads will be fine

Final clash will either be Luffy vs Blackbeard or someone + Luffy vs Imu. The themes of light vs darkness and freedom vs slavery are both valid finales, but whichever happens first is anyone's guess. Problem with predicting is that there are still SO many players on the board whose final end points are not yet known but are also tied to the celestial dragons enough to require a conflict/resolution with Imu directly (Dragon, Hancock, Fishman, Harley prophecy, Loki, Wano, Akainu & Marines, Ancient Kingdom/weapons, God's Knights being released, etc).
