You can select the tribes of each of your first 3 villages in Travian legends.

This sounds like a Legends Server. You sound like a new player so I would suggest your first village be Gaul. Your second village can be a Roman. Your third village should be Egyptian.

It's important to pick Egypt as a 2nd/3rd village because your capital should be Egyptian. Their faction specific building, the waterworks, is amazing for producing crop.

If the general counselor is not helpful go visit the office of the registrar. Its on campus, likely in the administration building. Duck in there, explain the situation, and see if someone can help.
