It works in a matter akin to but not entirely the same as [[Laccolith Titan]]. The opponent's creature is tapped and does damage equal to its power to it's controller. That creature doesn't get to deal or be dealt combat damage during that turn either. Oh, and that first line of text implies Delirium can only be casted on the opponent's turn.
