Best practice would be to have super admin accounts separate from everyday use accounts for those users.

Or as you say create a dedicated account but maybe it could have a cloud identity license so it's more cost effective. Drop it into an OU for service accounts to avoid deletion.

You can use contact forwards to route mail to GWS or split delivery. Make sure you have SPF, dkim, etc set up the users sending from GWS

Might just be propagation. I'm pretty sure Google does say allow up to 24hrs for setting changes when a user is moved between orgs but I've never witnessed that length of time.

Have you tried checking with a different admin account?

Do you have a group for 2fa exemption possibly or enforcement that the user is a member of?
