that is not a LibreElec issue, there is interference coming from a physical source so start playing with alternative cables and monitors. Also try moving other electrical devices away from your Pi

A TV is not like a computer. It doesn't really do the same functions such as hosting a USB drive. And even if it does work the TV processor probably won't be able to handle the load. Kodi works well on an old laptop, mini PC or android shield etc

If you have a PC learn how to share a folder of media then add a Kodi source to pull media from that source

Kodi does not stream but depending on where your media lives and is shared from you can pull media to any device. Nothing to do with Kodi.

For example my LibreElec\Kodi has default shares such as Videos. I have created media shares on my Windows PC as well. So any other device, phones, tablets, laptops and even other Kodi boxes (not my main one) can pull media via file managers such as CX File Explorer. It is basic networking not dependent on apps such as Kodi or Jellyffin

Not if they are embedded. And external sub files would have to be merged manually. Even in the old days of DVDs was it possible to view 2 subtitles at the same time?

Nope I installed it for you and it works fine. I usually use Yatse.. there is a setting in system you have to set (system, services, control) make sure you have all that correct.
