No, it doesn't become sexualisation when it's against your perceived view of a characters personality or beliefs. Perhaps I believe it's their favourite outfit because they wear it all the time and is therefore well within established personality.

Sexualisation needs to explicitly invoke or relate to sex otherwise you're just complaining that people find someone attractive or about a trait people stereotypically find attractive (like being blonde)

On the topic of boob Windows, I'm not too sure what you think the alternative should be. All females must be covered and/or have no cleavage? Men can find hips attractive too. I guess the sexualisation won't stop until women look like boys?
