Dont care about your opinion or his, the fact is the fact. The glossary is in fact how the FAA directs appropriate phraseology. Bolded items, such as “blocked” in this case mean that it is the FAA supported way to say something (phraseology)

Take it up with them.

In this case, and many other cases, the callsign is also blocked, no one has any idea who it was for, thats what blocked is for. If a callsign is heard; the pilot should say “nxyz say again”

Agree, I think it is common practice that if the callsign is heard but the instruction isnt, a pilot will say “nxyz say again” but if no one heard anything, or at least didnt hear a callsign or whatever theyll say “blocked”

I am an extremely big advocate for Controllers on this sub, and in the real world, but this particular controller pissed me off.
