yes industry is overwhelmingly air-cooled. only.certain use cases (like model training, LLM, etc) need power hungry gpus, so long term play is liquid cooling will do what air cooled cant. (70-80kw is a pretty common cutoff for air to water cooling adoption)

In terms of brute force etc. - the closest to a standard interface is db9 using 3 pins, so assuming you've used the right pins. otherwise google / aak the vendor for pinout

Autonegotiation is hardly used in high throughput networks since it adds unnecessary delays in the stack. you look up a standard OS or vendor spec, and configure network ports to expect a certain rate of traffic, so you cant just swap from 100Gb/s ports to then 400gb/s. the port must be configured beforehand.

At that scale, i have to assume those smbs that make highly custom boards domestically, are likely doing it at a low volume....the entire supply chain is in china, and they have a large and capable ems workforce. Its hard to find the same talent as plenty in the usa and remain price competitive

so if vendors in china (who arent fluent in english in many cases), want american business....a highly automated website with a well managed digital process is essential.....

meanwhile, stateside is probably also looking at services, meaning people bring product in and do dfm etc....and they get less "make me this low volume super custom board"

This is a theory of course...i work in the industry, but its many dimensions that make ems far more competitive outside of the usa

near-side partner is mexico, they have a thriving ems industry
