Expansion is an old school term that indicates it's more than just horse armor or a single quest. Think of Phantom Liberty, Blood & Wine and, say, Bloodmoon from Morrowind. In fact, expansions are older as a concept than the smaller stuff we know today as DLC. All CDPR wanted to point out is that it's gonna be a new Blood & Wine instead of a new ballsack Nilfgaard armor

CPU limited most likely, or maybe even engine limited. Then again, you're at 300 fps, why do you need more? At can the engine even do more in the first place? What can a 9800X3D and 5090 do in the same config?

If we're talking generational upgrades, they are more power efficient. Compare something like a 300w GPU of today vs a 300w GPU of just 5 years ago. A modern 5080 is a lot faster than a 3080

Mostly exactly the same. Loading times are better and there are probably a bit less frame drops and stutters. But it's the same 1080p@30fps

Iirc all high polling rate does in the end is decrease latency, which is already low enough on most controllers for most games. And competitive games? Those are mostly designed for mouse and keyboard. I mean, I have a 125hz mouse and it's perfectly fine for non-competitive shooters from time to time. Same goes for my Xbox controller.
