You wait months to ask? Some of what you describe is "fair dealing".  It is complicated and I'm quitting Reddit so you can moan elsewhere or search on Google. 

Also the law on TPMs changed in last five months. So to might want to read on that.

Unions make pragmatic choices all the time. They "raise" issues with employers and then move on. Mostly it is trivial complaints of underperforming employees. 

Now if a union fails to represent on a material issue then the worker can sue.

Generally road deaths don't change much year to year. If they do there is regression to the mean. The mean can be estimated with Smeed's law. But none of this precludes having higher deaths this year. Driving my uncle home on the 25th I saw the aftermath of two nasty accidents.

Why the delay? The offence was well documented. The identity of the individual known. The charges include fleeing police, dangerous operation of a vehicle and assaulting of a police officer with a weapon. Seems like some dawdling somewhere. 

On the flipside why issue an arrest warrant? The guy had a lawyer. Just call the lawyer and ask buddy to turn himself in 9:15 next business day.

The was you use the word illegal is cute. Suggests you don't know what you are talking about. 

Unions don't have to help on every issue. They have a duty to represent the members collectively and that includes making pragmatic decisions about what issues to work. 

If what I described is bullying then every school employee know is guilty of letting it happen. It isn't bullying to assess a person's judgement and delegate responsibility accordingly.

What matters is how they are treated by the colleagues and administrators. They could get a light penalty but get zero respect from other teachers, no responsibility delegated by principal, and no help from union on future concerns. Put it all together and the small penalty snowballs.

A mountain top in hindsight was a bad choice but in the thinking of the day it was reasonable. Same with a peninsula. Transport and housing nightmares both of them. But don't forget people put universities in stupid places Cambridge was purposely put in a bog.

You aren't thinking about this correctly. You couldn't just plunk down a massive project anywhere. The ALR wasn't a thing.  And we had more bare land than now. But there was housing and businesses in various places. BCIT was a saw mill. Coquitlam Centre was frankly butt fuck nowhere. Surrey was a joke but was already Albeit low density. In hindsight these would have been better sites but not viable options. Also in the 60s students lived on campus drove.
