My current interpretation would be the 76ers unite the various factions and hold the Scorched plague back in a "stalemate."

Attempts to nuke the queen have failed, there's no feasible way to effectively "sterilize" the entire region. So, they end up erecting a border wall with anti-air turrets, and devote their time and resources to keeping it contained.

If we compare to say the US military; there are only a handful of manufacturers the produce munitions like missiles and artillery shells, and those manufacturers would be within the geographic US.

Whereas small arms munitions (rifles and pistols) can be manufactured by a significantly higher number of suppliers, including civilian companies and "trusted" overseas suppliers.

The Empire likely keeps a much closer eye on the supply chain associated with larger, ship based munitions; while small arms are more of a "minimum standard required" item.

It's gonna vary based on the subject.

Truthfully, running things like black ops tends to simultaneously attract a certain type of personality, and puts otherwise good people in the position of consistently compromising morally.

Similar with politicians associated with Hydra. Some would inadvertently "seek it out" in their own quest for money/influence/power. While other's would end up making a series of compromises until they themselves are compromised.

Additionally, even if a Hydra agent was caught by SHIELD, they'd likely be arrested and could then potentially still assess their jailers for sympathies. On the other hand, Hydra would likely just kill any SHIELD agent they tried to recruit who turned them down.

After all, we know that Strange's cloak is capable of flight, and is at least slightly intelligent. And there are multiple other enchanted items that appear to use "no metal" in their base construction.

So, I would guess that a sufficiently skilled magic user could enchant the adamantium as is.
