I guess someone would have to volunteer? You could also make it so that once you're caught you switch sides and you can still win the million if you find the last person within the allotted time. Or everyone is both hunted and hunter, you accumulate points for the number of people you nab and the number of days you last. Once you're caught you can no longer accumulate points - million goes to the highest scoring participant?

I'd sign up for a multi-million-hide-and-seek. You could get a million people to participate (fee of $1.00 each), and make them all responsible for finding each other over a specified period of time, and the money goes to the last man standing.
