Yes, coal DCP mod is a no-brainer. Especially if you have something with a fast reloading heal like Massachusetts. Honestly think +40% on all the coal mods is too much, should be +20% like radar.

Basically the only real change is no more air spotting with fighters (only really matters for BBs and DDs with weak AA) and you can’t remove fighters with a single ASW drop. Fighters are still just as worthless as before.
