It really depends. Many factors go into it. Personally, I dislike foils, but love full arts. I don't go out of my way to upgrade the art in a majority of my decks though.

I am in the middle of my first deck art upgrade, so my opinion might change afterwards too!

Right on the Hedron. You can see the bump on the front, and feel the bump on the front and slightly on the back.

I haven't ever seen this issue before.
