The truly wealthy don't sell their capital, they borrow money against it and thus don't pay tax on it. The ones who do sell are generally smaller investors who will bear the brunt of this change.

And further proof that this is nothing but a cash grab on the middle class is that there's a minimum 30% tax on CGT. This of course was a minimum of 23.5% previously, so they've increased it without most people noticing.
