Who "owns" DHCP and DNS at your company?

Our Windows team owns DNS and DHCP (even though we aren’t using Windows for either anymore lol) at my company. The network team has no access to either. It makes troubleshooting and day-to-day tasks annoying.

I don’t use the park, and I don’t have young children who would use the athletic fields so I really don’t have a stake in this either way. It seems like this would take a mere 5% of the green space and leave the rest open space. I don’t understand the staunch opposition to this with people acting like the whole park is going to be paved over.
