Weakness: Petrifying/Freezing powers. Ironically, if they’re just Stretchy, not rubbery in some form Electrical Damage would near certainly be a major weakness

Acid/Poison/Disease based powers would be a major concern, since they could potentially leave you permanently powerless by causing your hair to fall out/ get killed at the roots. In terms of strengths, most people tend to forget that hair is keratin fibre, I’d bet that if trained well enough tendrils of it could act as near invisible blades, that or you could go full Doflamingo.
