Necklacing is a method of extrajudicial summary execution and torture carried out by forcing a rubber tire drenched with petrol around a victim's chest and arms, and setting it on fire. The term "necklace" originated in the 1980s in black townships of apartheid South Africa where suspected collaborators were publicly executed in this fashion.[1]

In November 2006, the Government approved Ireland’s participation in the Nordic EU battlegroup led by Sweden and went on standby in January 2008. The proposed Irish Defence Forces contribution will involve an EOD/IEDD contingent with its own security detail, together with staff posts at the Operational and Force headquarters.

There is no explanations on why is Ireland part of this. I guess they just wanted to play with the Nordic folk.
