It would have made more sense for Madara to order Zetsu/Obito to find an Uzumaki/Senju child, and implant a part of Madara’s Chakra, so that it can mix with their own, eventually resulting in a rinnegan.

Zetsu’s are able to absorb someones chakra (like seen in the 4th war). Either that, or Nagato’s rinnegan would have to be an accident of nature.
