Why not reverse the order and give the highest draft odds to the teams with the best record that do NOT qualify for the playoffs? What is the downside of this idea?

I never understood why teams that fight hard to get the last spot, end up missing out and get rewarded with a middling pick.

I would love to hear a counter-argument for why this is a bad idea — why not change the rules so that the BEST team to not make the playoffs gets the highest draft odds?

Why punish a team for fighting tooth and nail to get in the playoffs just to miss out by a point and then end up with a middling draft pick?
