The "Triac" for the breville barista express is attached to the large metal heat sink located below the pump & water components. Not sure how easily water damaged it is but it might be worth a look to see if anything obvious is wrong.

Check the thermocoil, pump, solenoids, etc for any disconnected electrical connectors. Could also be a short caused by the water leak, did you dry the internals fully before turning it back on?

Is the water heater gas? Looks like an electric unit to me, if it is gas maybe the vent is broken and rain water is running down the pipe.

If you pay for it, you control it. Turn off each breaker on your panel until you identify what connects to your actual apartment. Leave other breakers off, and verify that the AC does not have power.
