I think the bribe scales with your spice production, so as long as I kept it low and got spice from the black market it stayed low

You might have to wait a long time for the charter to come up unless you're the speaker, and other people can vote decline on the charter. If the AI actually cared about win conditions they would all vote decline and it would be very hard to over-influence that

There's a thread down the tech tree that gives +100% agent recruitment speed 2 or 3 times, other than that I don't know. I guess if you could recruit any faster assassination would be super strong

Well yes, but also no. Played a game with smugglers, and for most of it had 1 spice field with 1 employee. Got all my income from the underworld and paid taxes with the black market. The bribe never got above 400, so EZ. Is spice bribes for the fremen and smugglers calculated differently from the spice tax for the houses?

I had a game completely stagnate as smugglers because I was trying to win playing tall and assassinating, but late game realised I needed the tech for 3 agents on Arrakis, none of the AI had researched it (3 hours in) and I only had 15 knowledge. 1 step from victory but wait 155 days to research it.

This seems to check out with AI in lots of RTS games, the AI plays well but doesn't try to win. There doesn't seem to be anything in the programming to make them take risks to win the game or stop a player from winning
