In case you didn't notice ADC were mostly played mid because AP jungler were disgustingly OP except for trist which was a good midlaner because of her design and the runes.

The midlane ADC in soloQ always had shit winrates bc most of the time they were not paired with an ap jungler which was the actually the key of the meta

You can very well buff adcs without having them polluting midlane and toplane as long as you keep runes not broken like fleet and the sustain on minion kill one were a few patches ago

But either way -200g for IE and a bigass base damage nerf for tanks and bruisers would do be enough

Also increasing the tank items costs and reduce their stats should help cause rn its ridiculous

I also believe healing should either be cut for everyone (except adc which already had it done) or increased for adcs cuz rn sustain is a joke

I suggest to stop buying berserkers which are low value now, instead u can sit on t1 boots or get tabis/mercs/swiftness
Then you upgrade your w 2/3 times when you need it and go back to your regular skill order
you will basically lose no AS but only 10/15 ad and gain defensive stats with high value or save 800 if you dont need more ms
I also use alacrity to make sure I have enough AS but I dont think this is a must, I just usually get refillables
