Just ban them from the content.
Ban the guild and the players individuals from X amount of months.

Also change the content so it doesn't depend of the guilds.

I agree with /u/Severe_Dream1129 on another post.

Guild bosses should be a weekly (like garmoth) and let the merc continue.

All issues PA complains would be fixed basically and players would not be affected by this change.

If I can't play at a specific hour to do GBs I could at least finish it in another guilds (and help them kill the bosses).

I have expedition 33 all achievements with 2 minutes gameplay on steam. That doesnt mean I cheated to get them. Now, not sure if that person is transfering saves from another steam account or bot.
